People can sometimes still have another crack at a unit after a resit fail, the reasons Universities have progression boards is to add the human element to a students study, its always possible an outstanding or 'above curve' student has an issue with one exam, or one unit - most institutions allow for such things (all may not be lost!).
Assessment regulations may also contain some caveats that drop the bar a little on one element... As for the 1st, You can always appeal if it is close?
@charlalottie: Red mentioned this already - but the term is "Hardship Fund" - it's usually a fairly limited pot of cash for students having financial difficulty, its always worth having a word with your student finance people in the University.
