According to this Zoot's entry is 1987...? Whenever I click on one I want even though it reached its highest peak in 1988 they were released in 1987. So is the rules when it was released or when it reached its highest success?

Well if it's peak position in 1988 then I'll go with Rick Astley's It Would Take A Strong, Strong Man but if it's release date, then I'll go The Hollies - He Ain't Heavy, He's My Brother

Its neither peak position nor release date - if it was in the chart in that year it is eligible. So if it entered the chart in December and was still in it in January, you could have it for either year.
