Only if it's a decent brand which has been properly chilled in the freezer. I know that in some clubs they pour cheap brands of vodka into Smirnoff bottles (surely that's illegal?) and serve it at room temperature, so it's a no-go area.

Yes, very illegal. All licensed premises are inspected by independant stock auditors regularly. This practice is one of the things the auditors will check for - they can check the quality if the spirit in any given bottle and if it is found to be not what the bottle says it should be, the licensee faces the loss of his license and business.
