The clock by Wharton is mainly for commercial and military applications which I am assuming most folks are referring to but I have come across a very similar clock to the Radio 1 circle-line clock.
The closest clock which would be in most folks price range would be a clock from jaycar electronics if you do a search on Gregg Oogle you will find the site and it is item CAT. NO. AR1788 - Blue LED Analogue / Digital Clock for £28 and before anyone else mentions the obvious, yes the clock is blue and not red like the Radio 1 circle-line clock but there is a kit pack available and so if you are a bit tech savvy and able to do circuit board work you could get the kit and replace the blue LED's with the red ones. If you do not want to go to the expense of replacing the LED's and buying the kit there is (again if you are tech savvy which i am not) a few sites which have the microprocessor code and programming needed to make from scratch your own circuit board and chip-set to control the clock if you did not want to dismantle and put back together the one from jaycar. This would, I am sure be a project someone could complete quite easily if the know how is there or they have access to the right equipment.
Blue LED Analogue / Digital Clock
Be mesmerised by this amazing clock!
It is a slightly different, completed version of our "Clockwatchers" LED Clock Kit (KC-5416), so you get all the benefits without having to put it together. The mechanism drives a 7 segment, 12 or 24 hour digital time display. The segments are 48mm high and consist of 3mm high brightness LEDs. The 200mm diameter path contains 60 x 5mm high brightness LED's on a 60 second circuit. One LED lights up every second. When the entire face has been filled one minute has elapsed and the digital clock increments by one and the process starts again.
The housing unit consists of a diffused glass face in black metal casing and measures 250 (L) x 250 (H) x 50 (W) mm.

Alternatively, if you just liked the way it tells the time then knock yourself out and get the blue one. Hope this helps!
