No, pH 7 is neutral, below that is acidic (with pH 6.9 being a very weak acid, and pH 1 being a very strong acid; I think the scale actually goes below zero for acids) and above pH 7 being base/alkali (7.1 being a weak alkali and 14 being a very strong alkali).
