I wouldn't really say it's an in-joke. More like it's a pretty out-joke. Intelligent people can work out from listening to the show that he's gay. The fact the whole team is normally in hysterics when Scott jokes about meeting a girls is kinda a big give away.
He's not pretending to be straight. Even if he was how would that offend gay people? Surely saying that gay people have to explicitly mention they are gay so not to offend other gay people is more offensive.
When Chris mentions sleeping with guys, mainly Robbie Williams, should straight people be offended?
